Cultural Competency Program Management

In addition to designing of the program elements, JLM provides overall program management services for project inclusion, diversity and cultural competency. We manage the program team to provide direction and accountability , and to ensure that each subcontractor /consultant is fulfilling its scope of work as part of a collaborative effort.

A well-coordinated cultural competency program has positive impact on reduction and mitigation of certain project risks while creating a socio-economic legacy within the community.


We are currently leading the cultural competency program on a multibillion dollar light rail project in Los Angeles, California. While providing overall program direction and accountability, we are responsible for development of the workforce training strategy and framework as well as implementation of community engagement initiatives.

We have been providing professional industry training since 2015. In 2019, we created a partnership with Los Angeles Trade Technical College and the City of Los Angeles, and established Careers by Design LA – an LACCD accredited training program for community members interested in professional careers in the construction industry. We successfully delivered the program in collaboration with the industry companies, ensuring that the curriculum addressed the most urgent talent gaps.
